Gong Guifen Attends the 2012 Trade Remedy and Industry Development Seminar and Delivers a speech

On December 4, 2012, the 2012 Trade Remedy and Industry Development Seminar was convened in Jiangguo Garden Hotel, Beijing . Vice Secretary-general Gong Guifen of China Animal Agriculture Association attended the seminar and delivered a speech.

Mr. Yu Jianhua, Assistant Minister of Commerce, pointed out that the Eleventh NPC is a promising strategic period full of challenge and also a complex period with trade ties embodied by global value chains, various industry layouts, and multiple labor distribution. However, overdue trade remedy is likely to harm value chain and the criteria to judge the extent of trade remedy is fuzzy. Thus, we must take a paranomic view towards the whole value chain based on a long-term planning.

Zhang Xiaoyan, Chief of Bureau of Fair Trade for Imports and Exports, Ministry of Commerce of the People's Republic of China , covered many issues including the basic situation of trade remedy, anti-subsidy investigation, rule negotiation, evaluation of trade measures and international situation.

Vice Secretary-general Gong Guifen gave some suggestion by listing the anti-subsidy and anti-dumping lawsuit against American White Broiler as an example. She put forth with 3 proposals. First, Enterprises' interest shall be taken into count and communication with enterprises shall be in time. We shall increase publicity simultaneously with improvement of awareness of protecting national enterprises and establish special spokesperson system. Second, the government could learn from the past issues and organize related investigation to protect the achievement made by the anti-subsidy and anti-dumping lawsuit. Meanwhile, the government should crack down on illegal smuggling and punish those law breakers severely. Third, more fund are needed. Mrs. Gong finished her remark by pointing out that, to protect personal interests, the enterprises must confront courageously and adhere to self-discipline while gradually improving legal knowledge. Meanwhile, government assistance is indispensable. At last, Mrs. Gong expressed her gratitude to the Ministry of Commerce and Ministry of Agriculture for their help during the anti-subsidy and anti-dumping lawsuit as well as their support for CAAA.

Related Representatives from China Iron & Steel Association, Potato Starch Specialty Council, China Chemical Fibers Association, China Chlor-Alkali Industry Association, China Rubber Industry Association, Civil Aviation Maintenance Association of China and some companies also made speeches on the seminar.
